Launched by Prime Minister Narendra Modi in January 2018, the ‘Aspirational Districts Programme’ (ADP), anchored by NITI Aayog, aims to quickly and effectively transform 112 districts across 26 States and one Union Territory.
The broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors) and Competition among districts driven by a mass movement. With States as the main drivers, the program focuses on the strengths of each district, identifies low-hanging fruits for immediate improvement, measures progress, and ranks districts.
As a part of this initiative, NITI Aayog has partnered with Bachpan Bachao Andolan (BBA) to achieve overall growth and development of children in the 6-18-year age group with focus on their health, enrolment and retention in school, work towards elimination of child exploitation of all kinds including child labour, prevention of child abuse and child marriages and ensure access to justice and welfare services for children in 11 districts in the states of Bihar and Jharkhand.
To improve future economic opportunities for marginalised communities, BBA will also focus on skill development of youth in the 14-18 years age group in the programme area.
As a part of the partnership, BBA will support office of District Magistrates in these districts towards strengthening the implementation of Government programmes covered under the Aspirational District Programme with the aim of bringing the benefits of development to vulnerable children and households.
BBA will also assist the district departments in the end to end convergence and delivery of Government programmes and schemes aimed at welfare and rehabilitation of rural families, particularly those who are most vulnerable.
